Based on evidence gathered by the Security Service, two FSB agents who had planned to detonate an improvised explosive device near the building of a Territorial Recruitment Centre in Kamianets-Podilskyi in February 2025 have been sentenced to prison terms.

SSU officers detained both suspects ‘red-handed’ within 24 hours of the terrorist attack and documented their links to the russian intelligence service.

As the investigation revealed, the convicted individuals were a local drug addict and a student at a local vocational college, who was 17 years old at the time of the crime, both of whom had been recruited by the enemy.

Both suspects were recruited by the ruscists via a Telegram channel offering ‘easy money’. The perpetrators acted independently of one another but followed the instructions of the same FSB handler.

At the handler’s orders, the underage agent manufactured an improvised explosive device (IED) with remote activation and filled it with metal nuts to increase its destructive effect.

After that, the suspect left the improvised explosive device in a pre-arranged cache and ‘reported back’ to the russian intelligence officer.

Another traitor was supposed to retrieve the explosive device from a cache and deliver it to the regional Territorial Recruitment Centre for detonation.

Fearing that the ruscists would eliminate him as an ‘unnecessary witness,’ he secretly assigned the courier to deliver the IED to the planned terrorist attack site disguised as an ordinary postal parcel.

After the delivery service employee arrived at the ‘location,’ the ruscists remotely detonated the explosive device, killing the man at the scene and injuring seven other people to varying degrees of severity.

During searches of the detainees’ premises, mobile phones containing evidence of contact with the FSB were seized, along with tools and components for the manufacture of improvised explosive devices.

On the basis of evidence gathered by the Security Service investigators, the court found both agents guilty under several sections of the Criminal Code of Ukraine:

•      Part 2 of Article 111 (high treason committed under martial law);
•      Part 3 of Article 258 (terrorist act resulting in the death of a person);
•      Part 1 of Article 263 (illegal handling of weapons, ammunition, or explosives);
•      Part 2 of Article 263-1 (illegal manufacture of explosive substances committed by a group of persons acting in prior conspiracy).

The perpetrator of the terrorist attack was sentenced to life imprisonment with confiscation of property. Taking into account that another traitor was underage at the time of committing the crime, the court sentenced him to 15 years in prison with confiscation of property.

The investigation was conducted by the SSU Office in Khmelnytskyi region jointly with the National Police under the procedural supervision of the Specialized Defense Prosecutor’s Office of the Western Region.
