SSU declares another Yanukovych era minister suspect in absentia
The Security Service has collected evidence against former Minister of Revenue and Duties of Ukraine Oleksandr Klymenko, who is helping russia finance the war against our state.
Klymenko held a position in the Yanukovych government and was part of the inner circle of the fugitive president’s family. In February 2014, the former minister left for russia, where he is cooperating with the occupiers and hiding from justice.
According to the investigation, Klymenko founded a financial and industrial group in moscow that receives profits from the extractive industry in the temporarily occupied part of Luhansk region.
As the investigation established, in 2024 the former minister and CEO of the controlled holding company included the local Bilorechenskaya mine, captured by ruscists, in the holding’s structure.
This enterprise is one of the largest in Ukraine in terms of high-value anthracite production.
To take control of it, Klymenko’s accomplice concluded an agreement with the occupation ‘minister of fuel, energy and coal industry of luhansk people’s republic’ to lease the mine with a view to its subsequent purchase.
The ‘terms of the agreement’ also included the transfer of two auxiliary enterprises to Klymenko’s company.
After that, the individuals involved obtained a license from the russian federal agency for subsoil use to develop the mine’s coal seams.
To obtain the ‘permit,’ Klymenko used his personal connections in the government of the aggressor state and russia’s occupation administration in Luhansk oblast.
The enemy accomplices spend most of the profits on sponsoring russian military formations in the form of tax payments to the russian budget.
Based on the evidence, SSU investigators notified Klymenko and his accomplice of suspicion under Articles 28.2 and 111-2 of the CCU (aiding an aggressor state, i.e., committing intentional acts upon prior conspiracy by a group, with the aim of causing harm to Ukraine through the implementation and support of decisions of the russian occupation administration).
Efforts to bring the perpetrators to justice for crimes against our state are underway.
The investigation is carried out by the SSU Office in Donetsk and Luhansk regions under the procedural supervision of Luhansk Region Prosecutor’s Office.
