SSU identifies russian colonels who commanded missile strike on high-rise building in Uman
The Security Service has collected evidence against another two high-ranking russian army officials involved in the air strike on Cherkasy region on 28 April 2023.
At that time, the ruscists struck an apartment building in Uman with two air-to-surface cruise missiles.
As a result of the enemy attack, 24 local residents were killed, including six children. Eight more civilians were injured to varying degrees.
In addition to the destroyed high-rise building, seven adjacent houses, six enterprises and 70 civilian vehicles were significantly damaged.
According to the investigation, the operation was commanded by lieutenant general Sergei Kobylash, commander of the russian air force’s long-range aviation, whom the SSU had previously declared suspect of committing war crimes.
On his orders, the following subordinates were involved in the preparation and execution of the missile strike on civilian infrastructure:
- colonel Nikolai Varpakhovich, commander of russia’s 22nd heavy bomber aviation division;
- colonel Oleg Skitsky, commander of russia’s 121st heavy bomber aviation regiment of long-range aviation.
Security Service investigators have notified Varpakhovich and Skitsky in absentia of suspicion under Articles 28.2 and 438.2 of the CCU – war crimes, committed by a group, upon prior conspiracy.
Efforts to bring each of them to justice are underway.
The investigation was carried out by the SSU Office in Cherkasy region under the procedural oversight of the regional Prosecutor’s Office.
