SSU and National Police declare russian prison official suspect for torturing Ukrainian PoWs

The Security Service and the National Police have documented the war crimes of another ruscist who tortured Ukrainian prisoners of war.

The perpetrator is russian citizen Ruslan Kholtobin, an inspector at penal colony No 1 in Mordovia, russia.

The investigation established that between February 2023 and October 2025 the official participated in the torture of Ukrainian prisoners of war who were illegally imprisoned in this russian jail.

It has been documented that during his morning and evening rounds of prison cells and solitary confinement Kholtobin beat the victims with electric shocks and rubber batons on various parts of their bodies.

He also regularly kicked the prisoners, applied psychological pressure against them, and intentionally deprived them of food and water for extended periods.

Based on the evidence, SSU investigators notified Kholtobin in absentia of suspicion under Article 438.1 of the CCU (war crimes).

The culprit is in russia; efforts to bring him to justice are underway.

The investigation was carried out under the procedural supervision of the Prosecutor General’s Office.
